Forty-five authors call for a global referendum on democratic world government

May 13, 2009, Shawville, Québec, Canada — An NGO called Vote World Government has released the names of 45 authors who have published books or articles on the issue of globalizing democracy and who have agreed to set aside their philosophical differences in order to encourage the holding of a global referendum on the general goal of democratic world government. (The list of authors is below.)

“If half of all human adults vote, and the referendum question is supported by 67% of all voters, such a global mandate will be accepted in many quarters as legally binding under international law, and it would be politically compelling no matter what its legal status,” says Canadian Jim Stark, president of VWG and author of Rescue Plan for Planet Earth: Democratic World Government through a Global Referendum.

“We are confident the human race is ready for this, even if many national governments may not be,” explains Ted Stalets, vice-president of VWG (in Nashville, TN, USA). “We resolve all of our disputes through law and democratic governance at the municipal, state (provincial) and national levels, and as Harry Truman said in 1945, there isn’t a reason in the world why we can’t do that internationally.” Stalets points to a 2004 GlobeScan poll done in 18 nations, where about 75% of those who expressed opinions indicated that they wanted a “directly-elected UN parliament.”

The plan is to pass a resolution (www.voteworldgovernment.org/draftUNresolution.pdf) through the UN calling on every nation to hold a national referendum in conjunction with its next national election, using a common ballot question: “Do you support the creation of a directly-elected, representative and democratic world government?” In the period of time before the UN General Assembly agrees to consider this draft resolution, support is being built by means of Internet voting at www.voteworldgovernment.org.

The participating authors have co-signed a letter that is being sent to thousands of NGOs, asking them to encourage their directors, staff, served communities and supporters to vote online, to generate momentum. “We have to make the online referendum go viral,” says Stark, “and we can do that best with the help of the two million NGOs in the world, who know that the work they do for humanity at large is desperately needed and underfunded primarily because the human race has so far failed to govern itself globally.”

“Even a very successful global referendum will not result in the immediate creation of a democratic world government,” says Irish citizen Brian Coughlan, Liaison Officer for VWG, “but it certainly will compel the convening of a framing conference where all of the stakeholders (national governments, NGOs, corporations, unions, religions, scholars, etc.) will have to sort through the issues and compose a world constitution.”

“This global referendum initiative has world-changing potential, and deserves the benefit of the doubt,” says Swedish professor Torbjörn Tännsjö, the author of GlobalDemocracy: The Case for a World Government.

"This is a list of the people who have sent regular letters (not emails) requesting that the Vote World Government draft UN resolution (for a global referendum on the creation of a democratic world government) be proposed in the UN General Assembly."

Progress Report - 18 - May- 2009
Total votes to date 10471
Total YES for the DWG votes 9706
Total NO to the DWG votes 765
% YES votes 92.69 %
Days since first vote 1756
Average # of votes received daily 5.98
Average # of votes received weekly 41.89
Average # of votes received monthly 182.02
Expected completion of world referendum May, 2014 (we hope for earlier)

How long will this take? We think the online referendum could well “go viral” (meaning “explode into prominence”) as early as October of 2009. If not, then December of 2009, or March of 2010. We will keep sending emails for however long it takes! Once it “takes off,” we expect it should take less than a year to reach a point where even our opponents will start conceding that a strong global mandate for democratic world government exists
that both demands and deserves to be implemented. And once we have the actual votes in hand to prove this point, the human race will have spoken with a single voice for the first time ever, and our collective voice simply must prevail.

The mandate from a “successful” global referendum is arguably legally binding under international law, and would be a very powerful political force no matter what its legal status. The word “successful” in this context would be defined as at least half of all human adults voting, with at least 67% of these votes in the “yes” column.

I artikeln som heter - A Prescription for Democratic World Government by 2014 through a Global Referendum (http://www.aquarianonline.com/Values/DWG.htm) - kan man läsa mer om tidsramar och röster.

The "catch" is that we need the first thousand votes so that people will realize we will soon have ten thousand, and we need the first 100,000 votes to show we will soon have millions, and we need the first million votes to prove that soon we will have a hundred million votes, or a billion?

Vad gäller tidsramar så skrev man så här 2004:

It is our plan to let votes trickle in until we have a powerful Board of Directors set up, and a few influential institutions ready to stand behind this global referendum initiative (such as municipal councils, companies, service clubs, churches and unions, etc.).

In 2005, our concept will come into public view and we will acquire momentum. We will translate the ballot into all languages and the website into many languages, and we’ll get a worldwide coalition of NGOs, churches, unions, companies and universities assembled to act as the engine of this historic movement, and do the official launch.

By 2006, the writing will be on the wall. We hope and expect that many thousands of organizations will be collecting ballots, and people will assume that we are going to reach our goal of three billion "YES" votes on schedule (our target year is 2014).

By 2007, the first national government will decide to run the DWG referendum ballot in tandem with its next national election, relieving us of the cost and labor of doing that and freeing up people to concentrate on nations where the cooperation of the government may never be achieved.

By 2008, work will be under way to prepare for DWG elections. Boundaries of perhaps 700 global constituencies will have been defined, and methods of "corruption-proofing" a DWG will have to be settled, because humanity can’t afford to have a Hitler in power at the world level—ever. (This prospect is really the only serious argument against a DWG, but such a nightmare scenario is easily preventable with the common sense application of existing modern technology.)

By 2010, a "provisional" DWG can be in place, preparing for the election of real DWG representatives.

By 2013, the first actual "representatives" can be elected to the DWG.

By 2014, we expect to see the inaugural session of a duly-elected DWG. Our efforts to lawfully resolve human conflicts can begin, and negotiations should begin as to how the DWG will coordinate with or associate with the United Nations.
