Well - Yes I know this is old, by 5/6 years, but it shows that some people other than we "conspiracy" "nuts", aren't the only ones who know about chemtrails and their harm. Take a look. Wake up. BUT WAIT, there's more. Did someone take Kucinich aside and say - look - you are committing a no no. SO he took out "chemtrails" from the new bill he drafted. Yes he did. Why? Did he suddenly not believe. I doubt it.

The technology available today means without a doubt complete control of our minds, hearts--in fact our very being. We must comprehend this reality. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ..Space Preservation Act of 2001'.

SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it ..is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.

SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.

The President shall--

(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and

(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.

SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.

The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.

SEC. 5. REPORT.

The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--

(1) the implementation of the permanent ban on space-based weapons required by section 3; and

(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.

SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.

Nothing in this Act may be construed as prohibiting the use of funds for--

(1) space exploration;

(2) space research and development;

(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or

(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.

SEC. 7. DEFINITIONS.

In this Act:

(1) The term ..space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.

(2)(A) The terms ..weapon' and ..weapons system' mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as--

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;

(v) laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and

(vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term ..exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

Rep Kucinich Rewrites HR 2977 - 'Chemtrails' Disappear

The "Space Preservation Act of 2001" originally introduced in the House
by Rep. Dennis Kucinich as HR 2977 has been re-written.

The new, revised bill, HR 3616, "Space Preservation Act of 2002" was
introduced January 23, 2002.

Re-writing bills is a common enough practice as a bill goes through the
legislative process. However, the differences between HR 2977 and HR
3616 are more than just a few tweaks here or there.

By its conspicuous appearance in 2977, the term 'chemtrails' received a
form of credibiity within the official government process never seen
before...producing the hope that one courageous Representative had
finally had the fortitude to take the issue of chemtrails to a level of
Congressional scrutiny long overdue.

Even though chemtrails are sprayed/deployed in the 2-6 mile high range,
and not the 60 mile altitude stated in 2977, the simple fact of their
inclusion in Kucinich's 2977 list of weapons systems was deemed a
major breakthrough by tens of thousands of citizens and researchers
across the country who have been monitoring and investigating the
spraying going on in the skies of America for the past three years.

In Rep. Kucinich's revised new (some woud say 'emasculated') Bill, HR
3616, there is no longer any mention whatever of:

* chemtrails,
* particle beams
* electromagnetic radiation
* plasmas
* extremely low frequency (ELF) or ultra low frequency (ULF) energy
radiation
* or mind-control technologies

as weapons systems covered in the measure.

In fact, 'Exotic Weapons' - as boldly-stated in HR 2977 - are not even
mentioned in HR 3616. So, what happened here? Did someone have a
'friendly chat' with Rep. Kucinich? Did the Congressman inhale a bit too
much aluminum during his morning job? Did he look up one day and find
himself standing under a big 'X' and feel his knees get a little wobbly?

As stated in Kucinich's first version of his "Space Preservation Act of
2001" -

"The term 'exotic weapons systems' includes weapons designed to
damage space or natural ecosystems (such as the ionosphere and upper
atmosphere) or climate, weather, and tectonic systems with the purpose
of inducing damage or destruction upon a target population or region on
earth or in space."

Apparently Rep. Kucinich is no longer concerned about the effects of the
testing and use of exotic weapons systems on natural ecosystems and
living organisms on the planet.

Although chemtrails are no longer stated as a weapons system, or even
mentioned in HR3616, the question of the components of the RFMP /
VTRPE warfare system is raised.

HR 3616 states -

"To preserve the cooperative, peaceful uses of space for the benefit of all
humankind by prohibiting the basing of weapons in space and the use of
weapons to destroy or damage objects in space that are in orbit, and for
other purposes."

The intent of this passage remains fuzzy. Example: Are Imaging satellites
used with the RFMP / VTRPE system broadly defined as part of a
weapons system ?

HR 3616 further states -

"The terms 'space-based weapon' and 'space-based system' mean a
device capable of damaging or destroying an object or person by
directing a source of energy against that object or person."

The word "directing" is clearly the key. Strictly speaking, the RFMP
system does, by imaging, provide information to direct a source of
energy against that particular object or person

HR3616 also says -

"4) civil, commercial, or defense activities (including communications,
navigation, surveillance, reconnaissance, early warning, or remote
sensing) that are not related to space-based weapons or systems."

They could say the RFMP is not a weapon - it does not "fire a bullet,"
but it is part of a weapons system. There are clearly serious issues of
definition in Kucinich's new Bill. It is conceivable that the RFMP /
VTRPE weapons system may fall in the area covered by HR3616.

It remains a mystery as to how the word 'chemtrails' appeared in HR
2977 to begin with. Investigation into that point is ongoing. Who actually
is authoring the text of these bills? Why such an emphasis on "exotic
weapons" in HR 2977 but then nothing mentioned about them in HR
3616?

My call to Rep. Kucinich's Washington office last week was brief. I was
told there had been "quite a few" calls regarding HR 2977. I was then
told my questions should be directed to the person on the congressman's
staff who handled that bill. I was then transfered to that person and
received...big surprise...their voice mail service. I left a message with my
contact information. No reply has been received to date. I will place a
follow-up call again this week. We suggest others do the same.

Even though the term 'chemtrails' has been removed from the revised
bill, efforts to continue to educate and alert others about the chemtrail
issue go on. Many thanks to those who have taken the time to contact
their Congressional Representatives, keep it up.

CHEMTRAILS: Is U.S. Gov't. Secretly Testing Americans 'Again'?

Could a strange substance found by an Ark-La-Tex man be part of secret government testing program? That's the question at the heart of a phenomenon called "Chemtrails." In a KSLA News 12 investigation, Reporter Jeff Ferrell shows us the results of testing we had done about what's in our skies.
"It seemed like some mornings it was just criss-crossing the whole sky. It was just like a giant checkerboard," described Bill Nichols. He snapped several photos of the strange clouds from his home in Stamps, in southwest Arkansas. Nichols said these unusual clouds begin as normal contrails from a jet engine. But unlike normal contrails, these do 'not' fade away.
Soon after a recent episode he saw particles in the air. "We'd see it drop to the ground in a haze," added Nichols. He then noticed the material collecting on the ground.
"This is water and stuff that I collected in bowls. I had it sitting out in my backyard in my dad's pick-up truck," said Nichols as he handed us a mason jar in the KSLA News 12 parking lot back in September after driving down from Arkansas.
KSLA News 12 had the sample tested at a lab. The results: A high level of barium, 6.8 parts per million, (ppm). That's more than three times the toxic level set by the Environmental Protection Agency, or EPA.
Armed with these lab results about the high levels of barium found in our sample, we decided to contact the Louisiana Department of Environmental Quality. They told us that, 'yes,' these levels are very unusual. But at the same time they added the caveat that proving the source is a whole 'nother matter.
We discovered during our investigation that Barium is a hallmark of other chemtrail testing. This phenomenon even attracted the attention of a Los Angeles network affiliate, which aired a report entitled, "Toxic Sky?"
There's already no shortage of unclassified weather modification programs by the government. But those who fear chemtrails could be secret biological and chemical testing on the public point to the 1977 U.S. Senate hearings which confirmed 239 populated areas had been contaminated with biological agents between 1949 and 1969. Later, the 1994 Rockefeller Report concluded hundreds of thousands of military personnel were also subjected to secret biological experiments over the last 60-years.
But could secret testing be underway yet again? "I'd rather it be something inert and you know something that's not causing any damage but I'd like to know what it is," concluded Nichols.
KSLA News 12 discovered chemtrails are even mentioned by name in the initial draft of HR 2977 back in 2001, under the Space Preservation Act. But the military denies any such program exists.
It turns out, until just nine years ago the government had the right, under U.S. law, to conduct secret testing on the American public, under specific conditions. Only a public outcry repealed part of that law, with some "exceptions."
Mark Ryan, Director of the Poison Control Center, explained that short term exposure to barium can lead to anything from stomach to chest pains, with long-term exposure causing blood pressure problems.
Ryan addressed concerns by chemtrail researchers that barium could be meant to wear down a person's immune system. "Anything that causes ill effects on the body long-term, chronically, is going to affect your ability, it's just constantly working on the body. So from that aspect yeah it's a potential."
Ryan told us he's conducted research of his own about secret government testing on the public. But he's still a bit skeptical about chemtrails at the moment, especially considering that his Poison Control Center has seen no calls about barium exposure.

Chemical Skies: Aerosol Pollutants From Planes Cause Disease

(NewsTarget) I had heard of the term 'chemtrails' years ago, but dismissed the idea as too "far out" to be believable. But I began to notice something in my photographs, a disturbing trend. All of the photographs that included the sky had multiple large contrails in them. So I began to watch the sky, and photograph these lines.*

These are not random actions by these white, unmarked C-130s, but seem to have an objective, even changing their distribution patterns day by day, depending on the weather. Sometimes small white lines dotted the sky, other days a spider web of toxic clouds clotted the horizon. Usually four or five planes would work together, turning their 'aerosol switches' on and off as needed, sometimes trying to disguise their operations.

Reports from all over the globe tell us this is happening over big cities as well as very rural areas.

These contrails appear differently, in their looks and actions, from the regular ice-forming contrails we've seen in the past. These 'special clouds' are quickly blown by winds into a feathery white haze that spreads and persists for hours. They begin early in the morning and work all day making these cirrus-aviaticus clouds that would stretch out and grow in size, covering the sky and obscuring the sun by late afternoon.

Some of these jets would work in tandem producing parallel lines, others would curve through the first straight aerosol trail in a back and forth S-shaped curve. If it is a cloudless day, they make short lines; on and off. Other times they are blatant and make lots of lines miles long, coming back only to fill in the last bit of blue hole left in the sky (http://bariumblues.com/chemtrail_camouflage1.htm) .

Regular contrails are emitted from airplane engines as condensation from water droplets. Chem-trailings emanate from beneath the wings or from the tails of these specially-equipped jets. These chemtrails have a distinct fingerprint - small white puffs, or balls of chemicals which 'hang' from the tailings. This is the defining characteristic of 'chemtrails', the additives are heavier than the air and 'drip' from the contrail. They have the ability to persist in the atmosphere for up to 8 hours.

Chemical ingredients in conventional jet fuel spray include kerosene, nitrogen oxides, hydrocarbons, soot particulate, carbon monoxide, and toxins such as benzene and formaldehyde (http://www.rense.com/general27/qoes.htm) . Due to the inclusion of silver dioxide or highly carcinogenic ethylene dibromide to the spray, a refractory halo called 'sundogs' or small 'chembows' will form within the haze, like oil on water.

Chemtrail particulate was reportedly tested by independent citizens and stated to contain barium (possibly BaTIO3), aluminum, bacteria, dessicated erythrocytes, molds, fungi/mycoplasma, isotopes, and a strange bio-filament that resembles spider webbing. The barium content has been tested at eight times the 'safe limit' of human exposure which affects immune function, metabolic resistance to intake of potassium, respiratory illnesses, gastrointestinal system issues, as well as environmental changes (http://www.youtube.com/watch?v=okB-489l6MI) .

There are a few main conjectures as to why this is happening, and by whom since the US Air Force labels this a 'hoax' despite our own eyes, and the EPA refuses to analyze the particulates that have been found. Remember the assertion by the administration back in 2001, that terrorists had plans to spray us with biochemicals from small planes? Unfortunately, government agencies and the media, who should be our frontline of defense, are silent or dis-informing.

Marcus Dalton of the Las Vegas Tribune writes:

"Congressman Dennis Kucinich of Ohio authored the Space Preservation Act of 2001, which sought a "permanent ban against weapons in space," specifically banning "chemtrails" as weapons. But in a subsequent version of the bill, the "chemtrails" language disappeared entirely. The missing words suggest an eyes-wide-open denial, which says as much about the cover-up as it does about the spraying that's plainly visible in the sky." In a front-page story, the Akron Beacon Journal noted that Kucinich's bill "had been rewritten and the references to chemtrails and the other types of weapons were quietly eliminated." The first hypothesis is weather control and mitigation. The assertion is that this is a way of mitigating global warming by reflecting solar heat back into space off clouds with metallic salts, but pilot operations have been seen to continue during the evenings. Another postulate is control of continental water supplies. Aerial pollutants actually cause a reduction in the amount of rainfall since haze can cut rain rates in half. Drought and lowered water tables are reported in most of the US. The large X's in the sky are believed to be placed strategically to allow for satellite tracking of drift and dispersion.

Secondly, this has a direct correlation to ion concentration in the lower atmosphere. There is a definite tie to the military's HAARP project, which establishes an electromagnetic blanket across the world. This has applications in communications disruptions, or the ability to use these electrical ions like a very large X-ray machine, seeing through walls and providing a 3-D image of people as they go about their business, also called remote viewing.

Unfortunately, it can also be used as a massive pulse generator: a weapon of mass destruction on an incomprehensible level. According to carnicom.com tests done on rainwater "demonstrate conclusively the presence of reactive metal hydroxides (salts) in concentrations sufficient to induce visible electrolysis in all recent snowfall samples encountered". There has also been an ELF radiation detection of 4 Hz along with the harmonics of that frequency (8, 12, 16, 20 Hzs). Thirdly, the particulate has been studied and tested to include such disease-causing materials as desiccated blood cells, fungi, heavy metals and a strange nanofilament that may have a biologic basis resembling spider webbing, but much smaller on the order of 4 microns. Morgellon's disease has been confirmed, with these filaments showing up in blood and under skin. Other health and immune-suppressing issues would be imminent. Also, a partial list of the effects of ion disturbances upon human health include, as a minimum, the following:

* Impairment of the body's ability to absorb oxygen, leading to headaches, asthma attacks, reduced circulation in the brain and emotional irritability.

* The development of allergies. Ionized air is associated with the following conditions: allergic bronchitis, allergic sinusitis, asthma, chronic obstructive pulmonary disease, and chronic respiratory tract allergies. It should also be mentioned that "chronic lower respiratory disease" now ranks as the third leading cause of death in this country, and that it continues to climb in this ranking.

* High levels of serotonin in the bloodstream, triggered by excessive numbers of positive ions in the environment.

* A reduction in the body's ability to filter airborne contaminants from lung tissue.*

Could this be a mass inoculation scheme?

The fourth hypothesis is that chemtrails are a form of mass mind-control. Lots of people express feelings of extreme sleepiness, tiredness, irritability and depression after a day of living under this assault of chemical drenching day after day. People from all over the US, as well as over the world, are reporting that this spraying is happening. The UK has admitted to bio-chem spraying of its citizens. And satellite photos confirm that these chemtrails are global, although China has been conspicuously spared. Calls by citizens to government agencies and senators have been ignored, ridiculed or redirected to the EPA.

Most people say "It's just contrails."
