Brown given poll boost after banking scare

LONDON (Reuters) - The banking scare has done little to dent the popularity Gordon Brown has gained in his first three months of power, an opinion poll indicated.

Saturday's Daily Telegraph poll, on the eve of the Labour Party's annual conference, showed Labour on 39 percent -- six percentage points ahead of the opposition Conservatives.

Brown, who took over as premier three months ago from Tony Blair after overseeing a decade of solid growth for Britain as finance minister, has revived Labour's fortunes and turned an opinion poll deficit into a lead that had previously been as high as eight percentage points.

After a week in which crowds of investors lined up to withdraw their savings from Northern Rock, a big mortgage lender that was ensnared in a global credit squeeze, Brown's government had faced heavy criticism over its economic competence.

"If Gordon Brown feared that the Northern Rock crisis would undermine his standing with the public, he can breathe more easily," said YouGov pollster Peter Kellner who took the soundings for the Daily Telegraph.

"Should the Prime Minister wish to call an early general election, he will find nothing in YouGov's latest figures to dissuade him," Kellner said of the figures that could translate into a fourth consecutive election victory for Labour.

Brown need not call an election until 2010, but some analysts predict he may try to capitalise on the popularity gains he has made with a snap poll.

On the eve of his first party conference as premier, Brown was given an extra boost by an ICM poll for BBC Newsnight that showed 34 percent of respondents thought Labour had the best economic policies, compared to 22 percent for the Conservatives.

Key Brown ally Douglas Alexander told Saturday's Guardian funds for an election campaign had been building up.

"There have been significant donations in recent weeks," the International Development Secretary said.

"Not withstanding our financial difficulties in the past, we have been working hard and we will be ready whenever the prime minister decides to call the election."

Storm clouds could be gathering over Brown's government, however. Trade Unions are angry about his squeeze on public sector pay rises while homeowners worry that higher interest rates could hit house prices.

The Labour conference in Bournemouth offers Brown the chance to take the party's temperature and see if it has the appetite for a quick election.


Brown pledges new direction for Britain

British Prime Minister Gordon Brown yesterday pledged to set Britain on a new path to meet its people's rising aspirations and give them the skills to compete in a globalised world.

Speculation had been rife that Mr Brown could use his first speech as leader to the annual conference of the ruling Labour Party to announce an early election, but Mr Brown made no mention of a vote.

Instead, he gave an impassioned declaration of the values he believes in and of the challenges he believes Britain must face up to in the years ahead.

"Today the rising aspirations of the British people summon us to set a new direction," he said. "Up against the competition of two billion people in China and India, we need to unlock all the talent we have."

"The country that brings out the best in all its people will be the great success story of the global age," he said.

He said he wanted a genuinely meritocratic Britain, putting people and their potential first.

The five-day conference in the seaside resort of Bournemouth has been hit by a bout of election fever as Mr Brown's wide lead in the opinion polls fuels talk that he could call a snap election, perhaps as soon as next month - some three years early.

Mr Brown, who replaced Tony Blair as Prime Minister three months ago, has refused to rule out an election this year, although he now says he is focusing on his job.

Sources close to Mr Brown say he will not decide on an election until after the conference. Labour will be bidding for an unprecedented fourth consecutive term at the next election.

Mr Brown took a tough stance against Islamist militants, saying "there should be no safe haven, no hiding place anywhere in the world for al Qaeda and terrorism".

In Iraq and Afghanistan, where British troops are based, Britain would work for security, political reconciliation and economic reconstruction, Mr Brown said, stressing London would hold fast to its partnership with its "closest ally" Washington.

Britain would not rest until there was a ceasefire and a lasting political settlement for the Sudanese region of Darfur, he said.

Announcing a drive to improve public services in Britain, Mr Brown said the government would offer one-on-one tuition for 300,000 children in both English and maths.

He reaffirmed his goal of abolishing child poverty in Britain in this generation and said the government planned to increase house-building to 240,000 new homes a year to meet a shortage of affordable housing.

Mr Brown pledged the government would respond with "calm vigilance" to turbulence sweeping the financial markets. A credit crunch led to the first run on a British bank in a century last week.

He set out steps to both punish and prevent crime and announced a crackdown on binge drinking and under-age drinking.

He said his government planned to take the state-run National Health Service into a new era by tailoring its services to individual patients.
